Keep. It doesn't matter where it was first published. It's still PD in the U.S. (see "Before 1923" under "Works Published Outside the U.S. by Foreign Nationals..." at http://www.copyright.cornell.edu/public_domain/) , and that's where Commons is hosted. Superm401 - Talk 05:57, 31 January 2008 (UTC)

Deleted. Commons request public domain for both US and the source country, which in this case is UK. Since there is no proove that it is PD in UK. If somebody wants to use it in a local Wikipedia where the rules are not of that kind, you can contact me and I will send it to that person so that (s)he can upload it there (e.g. en.WP).
