and I am ofthe opinion that systematic and wholesale ratcatching, carried out in the most economical man-ner possible, should be persisted in indefinitely, atleast imtil plague disappears, wherever the diseaseoccurs. Efforts to prevent the spread of plague to theprovinces of Luzon, by way of the railways, weresuccessful and the present measures employed,freight inspection, the fumigation of packages sus-pected or likely to contain rats, and the similar treat-ment of freight cars showing signs of rats, shouldbe continued. In a few cases these measures havedriven rats out of both packages and cars and theanimals have been killed by the sanitarians on dutyat the station. The matter of water transportation was entirelywithin the control of the authorities in charge ofinter-island quarantine aif airs. Rat-peoofing.—The theoretic desirability andsuperiority of out building the rat, over all othermethods of rat suppression, is admitted. The ap-parent impracticability of actually rat-proofingManila at the present time and our inabihty tostarve the animals out, justify the other and lesspermanent measm^e, viz.: rat catching. However,I heartily favor and uige the most complete andthorough-going rat-proofing of buildings actuallyinfected with human or animal plague, in all cases.The building ordinances of Manila already providefor rat-proof construction in all new buildingserected. With a view to cutting off the food supply ofthe rat, more than 1100 orders upon householders,to provide covered garbage cans, were served in thedistrict of Tondo alone.
