Can't fix file

I took the time to clean up your badly upscaled image using a better upscaler from the original. But, for some reason, I seem to be unable to upload new images, despite having been worked on various Wikipedias (and Wikimedia Commons) for a long time. I see no mention of a reason to lock this, so I assume it's just a lock for all new contributors.

I don't think this is a good idea. It should be Wikimedia-wide. Because sometimes Wikimedians need to fix things. Or, at the very least, you should be able to upload a file for the regulars to confirm.

I hope that posting here will allow me to eventually upload an improved version, as I would no longer be a new poster after a few days. Trlkly (discussão) 23h07min de 18 de janeiro de 2019 (UTC)
