There already was one another, which even appeared in the news, of a "guy" called Carlos Bandeirense Mirandópolis. And sorry if my English is not all that good. I don't think it's the person who originally posted the photographs on WikiCommons. Apparently an English WP user en:User:Jochen Burghardt (he apparently is natively German) noticed the duplicate picture of Tsiolkovsky labeled as "William Tetly" and posted a query on Tsiolkovsky's English page. My curiosity was tickled so I translated your Tetly page. On our side, we seem to have a culture eager to "assume good faith" and give people the benefit of the doubt that they make innocent errors, but I'm not so sure in this case; it just seemed silly to me.
