Sorry for English. There is a flow in last months of newly registered users on ca.wiki that are Portuguese speakers from Angola. Oddly few of them log in pt.wiki after creating an account in ca.wiki. Random examples: 1, 2. Most of their contributions are test edits in Portuguese and upload of nonsense files: ca:Special:log/upload. Communication has proven impossible and they are just blocked. Do you know any campaign or any reason explaining why they are addressed to a wrong project? I have been checking many accounts that fit with the pattern we already know. The investigation shows that they are using ca.wiki to upload files and to add irrelevant text in Portuguese. They also used Wikimania2016, br.wikimedia, de.wikipedia, where some of them were logged here.

They were previously focused on Wikimedia Commons, but had to move to other projects due to this range block in January. If you would like to avoid them, you may consider blocking this range there. You should just pay attention to the possible collateral damage that any range block can cause. Unless those accounts are being really problematic and the collateral damage is not a bigger problem, you should refrain from blocking it. The collateral damage for Portuguese Wikipedia would be really big and that is why I would not recommend a range block here. @Teles: An abuse filter based on user rights and imported from test.wiki is working fine on ca.wiki. All users that trigger the filter follow the same pattern and it does not affect fair use uploads only made by experimented users. Since the activation of the filter they are not causing major problems, only annoying.
